President Warren Stevenson called the meeting to order at 7:07 pm.

Secretary’s Report
The minutes from the February 10, 2015 meeting were read by Sharon Hanson. A motion was made by Kim Parker to officially approve the minutes and seconded by Geoffery Whitt. All approved.

Treasurer’s Report
Kim Parker presented the Treasurer’s report from February 10, 2015 to April 14, 2015. The reported income was $508.89. Total expenses paid out were $1188.81 for insurance and maintenance leaving a net income balance of –$679.92. There is still 1 outstanding homeowners dues to be collected. Sharon Hanson made a motion to accept the Treasurer’s Report, Geoffrey Whitt seconded the motion. All approved.

Old Business

  1. Cattails — An attempt was made to cut down the cattails on the lake. As cutting them down didn’t work, Warrent Stevenson obtained a burn permit and tried to burn them down. Burning was unsuccessful at this time because they were too wet. Another attempt will be made when the cattails are drier, possibly in the late summer/fall.
  2. Road repairs – Warren Stevenson contacted the county regarding the road Microsurfacing in the Twin Lakes Subdivision. It is still on the county’s agenda for late spring or early summer of this year as long as the county still has the funds available for the project.
  3. Insurance – The TLHA liability insurance was going to be changed to a different insurance company but after they reviewed our subdivision, they were not able to carry a policy on the Twin Lakes subdivision. A renewed policy was signed and insurance is currently in effect with State Farm.

New Business

  1.  Lake Maintenance – Ten grass carp were put into the small lake, and 8 were placed in the large lake at a cost of $5.99 each. The carp were put into the lakes to help control vegetation and algae. Cutrane will be sprayed on the lakes again this spring to help control the algae. The water temperature has to be 60 degrees before it can be applied. Warren Stevenson applied 2 4-DLV spray on the large dam area to help control the weeds and dandelions. No crab grass spray was applied this year.
  2. Dumpster and Garage Sale – Jami Phipps is looking into the possibility of having a garage sale in our neighborhood May 29-30. She will be checking with other neighborhoods to see if we can coincide with them for a larger area garage sale. This garage sale will not be sponsored by the TLHA. In conjuction with the possible garage sale, we will have a dumpster delivered on June 3rd and placed in the Scottie Circle cul-de-sac for use by the Twin Lakes Homeowners.
  3. Rip Rap – Rip Rap rock will be put along the edge of the large lake this spring to help with erosion. The rock will be dropped and spread. The cost of the rock is $500.
  4. A new resident in the Twin Lakes subdivision requested that the Bylaws be changed because they want to raise chickens. The board all agreed that they would not make this change so they Bylaws stand as is and so no chickens will be allowed to be raised.
  5. The board discussed forming a committee to review our current Bylaws. The goal is to have the committee consisting of both new and old homeowners to widen the spectrum of ideas. The committee would meet approximately 3 times in late summer/early fall, make notes on changes they would like to see implemented and present them to the board. The board would review these changes and then present the changes and any cost associated with changing the Bylaws at the next annual meeting to all homeowners. The homeowners will than decide whether to pursue these changes.

The next board meeting will be held Tuesday, June 2, 2015, 7:00 pm at the home of Warren Stevenson.

There being no further business Sharon Hanson made a motion to adjourn the meeting at 8:03 pm. Geoffery Whitt seconded the motion. All approved.
